The main focus of the South Dublin Public Sector Site
is to identify and develop new systems and HR policies in two public sector
employment sites (South Dublin County Council, Tallaght Hospital) so as
to facilitate equality of access to public sector entry-level jobs for
people who experience labour market entry and progression difficulties.
The work of the Site will support the whole sector to move towards greater
awareness of, and commitment to, a diverse, equal workforce.
Achieving the objectives of this Site will involve
conducting an audit on ‘entry-level’ jobs which will allow
an examination of current skills and competencies/qualifications required
for such posts and will lead to an examination of systems for competency
assessment & highlight models of good, alternative, inclusive practice;
working with the HR/recruitment personnel to construct alternative ways
to assess competencies/qualifications for entry-level employees; and identifying
current ‘jobs’ held by CE & participants on Community
Employment {CE) and Jobs Initiative (JI) government sponsored employment
schemes and tracking their progression into employment ‘proper’,
and through this identifying barriers to progression.

Outputs
The South Dublin Public Sector Site hopes to have
- Carried out an audit (in consultation with the Dublin
City Public Sector Site) of entry-level jobs in public sector organisations
with competencies required defined;
- Outlined alternatives systems for assessing competencies,
with a review of existing selection and recruitment procedures;
- Used the above to create progression routes for
those on Community Employment (CE) and Jobs Initiative (JI) Schemes;
- Trained HR trainers;
- Delivered training in diversity and equality awareness.
