| Promoting Digital Inclusion in Dublin |

The digital literacy/IT access issues identified at
the DEP Think In on Dublin in the Knowledge Age held in the Department
of the Taoiseach on 21st June 2002 led to a decision by the Pact to commission
a comprehensive study and policy analysis around the issues of ICT access
and inclusion.
The Pact developed a consortium to advance the agenda around digital inclusion,
consisting of representatives of the DEP, the Dublin Regional Authority
and the four Dublin City and County Development Boards. This group drafted
comprehensive Terms of Reference in collaboration with Dr. Susan O’Donnell
for a study and policy analysis on digital inclusion in Dublin. Trutz
Haase and Jonathan Pratschke were awarded the commission to carry out
the study, Digital Divide – Analysis of the Uptake of Information
Technology in the Dublin Region. This study was published on December
5, 2003 and was launched by Ms. Mary Hanafin, T.D., Minister of State
with responsibility for the Information Society. The launch was part of
a seminar which was organised by the Information Society Commission in
The Digital Hub, Dublin.
Digital Divide Analysis of the Uptake of Information
Technology in the Dublin Region has been endorsed enthusiastically
by the Information Society Commission, Department of the Taoiseach.
