Learning at Work

Learning @ Work is a unique project seeking to upskill workers who are in employment and who lack minimum vocational or academic qualifications.
The project is an innovative scheme that gives employers the opportunity to train their staff for free. All courses are accredited by FETAC and are offered on Levels 3 (Junior Cert equivalent), 4 and 5 (Leaving Cert equivalent) on the National Framework of Qualifications. There exist a variety of modules to suit the demands of the company.
Training can take place either at a local accredited training provider (City Dublin VEC or County Dublin VEC), the Partnership’s premises, or on-site if that is suitable. In addition to free nationally recognised training courses for employees, there is a free advice for employer and ongoing support for both employee and employer.
The project is centrally co-ordinated by the Dublin Employment Pact, and locally by the Area Partnerships. The scheme is supported by FÁS, Department of Education and Science and operates under the umbrella of the National Development Plan.

History
The pilot project took place between 2001 and 2004 and was carried out by local Partnerships in Clondalkin, Northside and Tallaght. It was evaluated positively by Mazars and supported by the social partners in the national agreement Sustaining Progress. After the success of the first programme, the second round of the initiative (2005-6) was implemented in Blanchardstown, Clondalkin, Tallaght, Wicklow and Kildare. Annual resources of €180,000 were provided jointly by the Department of Education and Science and FÁS, with additional resources and funding being supplied by DEP and the local partners.
An extensive external formative evaluation of the second project was carried out by Hibernian Consultants. Published as The Challenges of Workplace Learning, it was launched at a seminar on 4th December 2006 by then Minister of State at the Department of Education, Mr Brian Lenihan TD. The seminar was also addressed by Helen Fallon Byrne (National Centre for Partnership and Performance) and Frank Walsh (Manager, FÁS Services to Business).

Present
The third round of this project started in early 2008 and will continue until March 2010. There are six Area Partnerships that are responsible for the implementation of the programme at local level.
