Study prepared to influence the negotiation of the National Agreement Partnership for Prosperity and Fairness (2001-2003). Developed by Goodbody Economic Consultants on the basis of terms of reference drafted by the DEP Economic and Social Policy Working Group.

The study details areas of concentrated disadvantage in the Dublin Region and argues for a policy of front-loaded investment in the social infrastructure of these areas. Contributed to the formulation of the programme later known as RAPID.
