Benefits Calculation System: A Feasibility Study (2003).
The need for a user-friendly interactive ITC system to calculate the effects
of accepting a job on welfare entitlements, arose from a recommendation
of the Report Solving Long-term Unemployment in Dublin – The
Lessons from Policy Innovation.
This was identified as a major issue confronting many unemployed people,
employers and labour market service staff, especially given the complicated
structure of various benefits. Previous consideration of such a system
had been abandoned due to technical difficulties.
Technological progress has now made it possible, and this detailed Feasibility
Study examines the situation, outlines its advantages and proposes optimal
ways in which it could be rolled out as part of the public information
system. It was prepared in partnership between the DEP and Northside Partnership
LES and was launched in February 2003 by Ms Mary Coughlin T.D., Minister
for Social and Family Affairs
